Here is how to fix no premium operatives in watch dogs legion:
  
Download "ManageLegion 05.09.2021" from Github and unpack it.
  

  
Go to NexusMods website and search in mods category for "Prestige Operatives" & "Extra Clothes" and download it ( don't unpack the zip file)
  

  
Run ManageLegion.exe from step 1
  

  
Settings window should pop up on first run > enable NSFW, go to "Data" tab and set Mods folder to "data\_win64" that is in your game installation folder
  

  
Next switch to "Packing" tab and choose there WatchDogsLegion.exe in "bin" subfolder of your installed game directory
  

  
Grab and drop "PrestigeOperatives" & "Extra Clothes" zip file into "ManageLegion" window > tick the box next to "prestige operatives" and "extra clothes" box on the left and click "Pack" at the bottom right
  

  
After this when you load into the game world, finish the prologue and there should be notification that new operatives are added. If you have already finished the prologue, you will get them right away.
